Implementation of Bangkalan Regency Local Government Policy in the Development of Residential Areas Based on Sustainable Development

Abstract:
This study aims to describe and analyze the implementation of the local government policy of Bangkalan Regency in developing residential areas based on sustainable development principles. Employing a qualitative approach and Van Meter and Van Horn’s policy implementation model, this research examines six key variables: (1) The primary benchmark for implementing residential area development in Bangkalan is Government Regulation (PP) No. 12 of 2021, which amends PP No. 14 of 2016 on Housing and Settlement Management. (2) The policy funding sources include the regional budget (APBD) and allocations from central ministries, the Bangkalan Office of Housing and Settlements, and private supervisory consultants. (3) In terms of communication, the Bangkalan Office of Housing and Settlements directly coordinates with the Ministry of Public Works and Housing. (4) The structural relationship follows a hierarchical control mechanism, with the central ministry largely directing programs executed in Bangkalan. (5) Economic, social, and political conditions also influence the implementation of these policies. (6) The tendency of implementers is assessed based on objectives, standards, and competent resources, reflected in their understanding of the policy. Supporting factors include strong institutional ties between the ministry, local offices, and related agencies, effective internal coordination among government, community, and private stakeholders, and alignment of planning with stakeholder needs. However, constraints involve limited human resources and experts managing settlements, as well as insufficient regional financial capacity. This study highlights the importance of institutional synergy and stakeholder coordination in driving sustainable residential area development in Bangkalan.
